The government’s Future Homes Standard promises a new era of energy-efficient, zero-carbon homes. Heat pumps, solar panels and EV charging points dominate headlines. But the National Warm Homes Council warns that critical components are being overlooked: proper loft insulation and protecting it from compression.
Without due attention, the FHS risks falling short, leaving homeowners paying twice for energy efficiency and undermining the very objectives it was designed to achieve.
We recognise the pivotal role developers and builders play in delivering future-ready homes that accelerate low-carbon technology adoption, reduce household energy demand and contribute meaningfully to the UK’s net-zero goals. By integrating sustainability and usability into developments, builders can enhance market appeal, differentiate their brand, and meet growing consumer demand for energy-efficient homes.
However, one aspect that is often overlooked is the loft space. There is significant commercial potential in optimising lofts in existing and new builds affordably and easily through raised loft boarding.

This approach protects insulation from everyday storage, maximises long-term energy savings, reduces emissions and bills, and ensures that heat pumps and solar panels perform efficiently. Raised loft boarding also provides safe access walkways, additional storage and even enhanced property resale value.
Moreover, research from the National Physical Laboratory shows that compressed or disturbed loft insulation will lose at least 50% of its thermal effectiveness — sometimes within months — with corresponding heat loss. With 80% of households using lofts for storage (Carbon Trust), preventing unnecessary remedial works is critical to avoid wasted energy and carbon emissions.
And shockingly, over 13 million homes in the UK still meet only 1976 standards for loft insulation, costing homeowners hundreds of pounds each year in wasted energy.
The situation is made worse by at least a three-month delay in the Home Energy Model (HEM), which underpins the FHS and replaces the old Standard Assessment Procedure (SAP). Launching the FHS without HEM leaves builders and homeowners navigating uncertainty. Regulations risk becoming high-level commitments on paper, rather than enforceable standards delivering measurable results.
Meanwhile, planning permission delays could mean it takes up to ten years for these new standards to be fully realised. Without urgent action to ensure loft insulation is properly installed and protected, the FHS may fail to deliver the energy efficiency, net-zero savings, and lower bills it promises.
Despite attention on advanced energy systems such as heat pumps and solar panels, compliance — and more importantly, actual energy efficiency — still relies heavily on the basics: robust insulation and airtight construction. In a typical British home, roughly 25% of heat escapes through the ceiling into the loft. Proper insulation acts as a “woolly hat” for the house, trapping warmth and reducing the energy needed to maintain comfort.
Insulating a loft is only the first step. Most people don’t realise that squashing insulation — whether by storage or poorly planned boarding — can significantly increase heat loss through the space. Fluffy loft insulation works by trapping air; when that air is displaced, its thermal performance drops dramatically.
Raised loft boarding preserves the full insulation depth while allowing homeowners to use the loft safely and efficiently, ensuring compliance with the FHS and enabling effective energy management.
The FHS represents a transformational opportunity for the housing sector, but its success depends on attention to detail — recognising that energy efficiency begins with proper insulation and airtight construction. Protecting loft insulation is not an optional extra — it is fundamental to delivering homes that are genuinely fit for the future.
The message is clear: the Future Homes Standard will only achieve its promise if lofts — the most overlooked part of a home — are properly insulated and protected.
